Water is a vital resource for all aspects of human existence, environmental survival, economic development, food security and even a good quality of life. Globally, freshwater represents only 2.5% of all water available on Earth, and most of it exists in rivers and lakes shared by one or more nation states.1 In 1998, the UN identified lack of freshwater as one of the major problems facing humanity. It is increasingly becoming not only a scarce resource but also one which is divided unequally between sovereign states.
